  • President Shavkat Mirziyoyev announced that he intended to create a domestic military-industrial complex. 
    • In what form Mr. Mirziyoyev is to accomplish this task is unclear, since it would be essentially impossible for Uzbekistan to go from having no domestic arms industries to being self-sufficient on weapons in 5 years on its current budget of around $2.4 billion.
  • Currently the Uzbekistani armed forces are made up of Soviet equipment, it is likely dependent for maintenance parts on either Russia or cannibalizes its vast and mostly unused forces.
  • The Uzbekistani armed forces are still based on the Soviet model, and therefore are constructed in preparation for a large-scale land war. These equipment specialities are not suitable for most contemporary tasks of the army, which require smaller and more professional armed forces skilled in counter-insurgency.
    • The author suggests that replacing the conscript army with a fully professional force would be a good place to start on Uzbekistani military reform.
